The Individual and Citizen Problem in the Aims of Turkish National Education

Abstract

This study examines the Aims of Turkish National Education in terms of individual and citizenship education on a philosophical basis. In this context, taking into account the fact that the determination of the goals and the achievements indicated directly affect all the remaining educational processes, the internal consistency of the written goals was first theoretically evaluated in terms of individual, citizenship and vocational education. In the literature of educational philosophy, the relationship between individual education that glorifies critical and free-thinking and citizenship education that highlights social benefit has been described by some thinkers as a "tension" and by some as a "compromise" area. While the tension-centered approaches consider the two types of education as different processes, those who emphasize the importance of reconciliation touch upon the affirmative relationship between the 'good' individual and the 'good' citizen. In this context, especially within the framework of the views of J. J. Rousseau, B. Russell and J. Dewey on the nature and objectives of education, it has been emphasized how the said aims affect individual and citizenship education. As a result, it was revealed that the problems related to the realization levels of these goals arise from differences in perception and application of stakeholders such as administrators, teachers, students and parents in the practical field rather than the theoretical text, namely the written aims in the Act of Turkish National Education.
