Abstract
Bilimsel, teknolojik, ekonomik devrimler, insanlık tarihinin önemli dönüm noktalarıdır. Devrimsel etki bireysel, toplumsal, ekonomik eylem ve oluşlara yeni içerik ve formlar yüklemiştir. Bazen gelenekselin mevcudiyetini tehdit ederken bazen de mahiyetini değiştirme suretiyle varlık alanına müdahale etmiştir. 20. yüzyıl bilim ve hesaplamalı teknolojilerde yaşanan gelişmelerle bilişim devrimi, insanlığı daha önce benzeri görülmemiş bir etkiye maruz bırakmıştır. Bu devrim, sadece teknoloji ile ilgili olmayıp insan hayatının genelini etkileyen köklü değişim-dönüşüm ve yeniliklere yol açmıştır. Bu durum, insanın bilişim ile olan bağlamının neliğini ve insan yaşamına nasıl yansıdığı sorgusunu taşımıştır.Tüm bu sorunsal gelişmeler ve etkiler, çağımızda yeni bir felsefi disiplinin ortaya çıkmasına neden olmuştur. Bu bilişim felsefesidir. Makale, sibernetik sistemler, bilgisayarlar, akıllı sistemler, yapay zekâ gibi hesaplamalı teknolojiler bilişim dünyası üyelerinin kaynaklık ettiği kavramlar ve tartışmaları ontolojik, epistemolojik ve aksiyolojik bağlamlarda ele alan, çağdaş felsefe içinde sınıfladığımız bilişim felsefesi hakkındadır. Bu saiklerle sırayla; bilişim felsefesinin konusuna, ana kavramlarına, dayandığı teknik ve bilimsel temellere, felsefi kökene ve bilişim felsefesinin meselelerine yer verilerek disiplinin genel çerçevesi ortaya koyulmaktadır.

Abstract
Scientific, technological and economic revolutions are important turning points in human history. The revolutionary impact has given new content and forms to individual, social and economic actions and occurrences. Sometimes it threatened the existence of the traditional, and sometimes it intervened in the sphere of existence by changing its nature. With the developments in science and computational technologies in the 20th century, the information revolution has exposed humanity to an unprecedented impact. This revolution has led to radical changes, transformations and innovations that are not only related to technology but also affect the whole of human life. This situation raised the question of what is the context of humans with informatics and how it is reflected in human life. All these problematic developments and effects have led to the emergence of a new philosophical discipline in our age.This is the Philosophy of Information. The article is about the philosophy of information, which we classify within the contemporary philosophy, dealing with the concepts and debates of the members of the informational world in ontological, epistemological and axiological contexts such as cybernetic systems, computers, intelligent systems, computational technologies and artificial intelligence. With these motives, the general definition of the Philosophy of Information, the general framework of the discipline is revealed by including the technical and scientific foundations on which it is based, the philosophical origins and the issues of the informatics philosophy respectively.
